If you know, then it's as simple as that. Humans, specifically humans in Japan, leak out cursed energy. While humans are alive, that cursed energy gives birth to curses. A lot of deaths are caused by curses, actually.
It's different for sorcerers. Jujutsu sorcerers are able to keep that cursed energy within them, which allows them to use jujutsu sorcery. It's why we don't produce curses in the first place, however we can turn into one if we're not killed using jujutsu. Kind of like balloons that hold water? Pop it and everything comes out if you're not prepared.

Jujutsu society is actually pretty structured... But everything has its beginnings. I can imagine thousands of years ago, they didn’t know how to properly use it and stumbled upon their techniques at the brink of death. Not that too much has changed. Even now, many sorcerers unlock hidden potentials when they’re pushed to their last breath. Anyway, I’m not that much of a history buff, but the Heian period was the height of both curses and cursed techniques. By then, the fundamentals and foundation of Jujutsu society were probably already refined.
We do have schools and instructors, so at the very least modern day sorcerers tackle the appropriate difficulty mission for their skill level and are equipped with necessary knowledge. Including how to control and manage cursed energy by leveling your emotions. Education is very important!
