Yeah, for the most part. You have to train in it. Some people have a talent for it, others don't. Same as anything else really.

You wouldn't find regular folks using magic. It's a weapon.

[ thank u for tea and toast, he will accept it gratefully ] I only started using it at the academy, that's where you can really get your hands on the books you need to cast it. It's not some sort of special chosen one skill, or anything.

If you're willing to fight, you can use it. You'll just never progress past your starting abilities without the means to keep training.
